IPA Scotland, in partnership with Play Scotland, Early Years Scotland, Inspiring Scotland and IPA World, is delighted to be hosting the 22nd International Play Association Triennial World Conference in Glasgow in 2023.
We invite you to contribute to our celebration of play and critical reflection on the role of play in children's lives and wider society.
Play: Rights and Possibilities has a clear focus on the right to play. We will examine how UN General Comment No 17 on article 31 of the Convention on the Rights of the Child has impacted policy and practice to improve children’s right to play and to create possibilities for the future. We are keen to learn from experiences across the globe and to share our experiences from Scotland, where we are setting out to implement and integrate children's rights into all parts of Scottish life by making the Convention on the Rights of the Child part of the law. We have the opportunity to explore what this means for the right to play.
We invite contributions from researchers, practitioners, service owners, managers, designers, planners and policymakers. We hope to hear from those working in communities, for local and national government, charitable and voluntary organisations, and academia.
The conference’s overarching theme is Play: Rights and Possibilities, and there are five sub-themes that will underpin all the content. The themes are as follows:
- Play and the realisation of other rights
- Play and the creation of environments
- Play and the quality of childhood
- Play and children’s entitlement to optimum development
- Play and resilience
Our programme of keynote sessions and plenaries will have strong appeal, but the success of our event will be what you bring to it. We are looking forward to reading your submissions for posters, presentations, panel contributions, workshops and play breaks. Let one thousand flowers bloom, and come to Glasgow to share your experiences with the global play community.
Sessions will generally be twenty minutes long with ten minutes for questions, but there is flexibility and we welcome questions and alternate proposals from potential presenters.

Please note that presenting at IPA 2023 requires full registration for the conference. However, all applicants who submit their abstract by the deadline will be entitled to Early Bird prices, regardless of when the submission is accepted.
