Application of the OKR Method for Impact Measurement of Smart City Processes in the Cities of Freiburg and Cologne

Abstract

In this research project, the application of the Objectives and Key Results (OKR) method for measuring the impact of the processes of smart city initiatives in the cities of Freiburg and Cologne is analysed. The OKR method includes key performance indicators (KPIs) as performance indicators that measure the success of set goal. The aim is to identify specific OKRs and KPIs to measure progress and success in the various smart city projects, such as resource utilisation, employee satisfaction and level of cooperation. In order to use these KPIs effectively, the Analytical Hierarchy Process (AHP) method is applied to both weight and prioritise the identified KPIs. This enables a more targeted evaluation and prioritisation of KPIs in order to maximise the effectiveness of smart city processes. The results of this research provide insights into the challenges of smart city projects in Freiburg and Cologne. Finally, the aim is to provide guidance for other smart city initiatives so that examples of best practice can be identified.
