Through a multi-case study approach, four coastal communities are examined to understand the factors influencing the adoption of flood hazard adjustment measures and the role of community resilience in shaping adaptation outcomes. Findings reveal diverse resilience strategies employed by communities, including infrastructure development, community engagement, policy advocacy, and ecosystem-based approaches. Comparative analysis highlights commonalities, differences, and patterns in adaptation behaviors across the studied communities, shedding light on the contextual factors influencing resilience-building efforts. The study provides insights for policymakers, practitioners, and communities to enhance flood hazard adjustment adoption and promote resilience in coastal regions.
