Abstract

As the pioneering in applying the "city in city" model, the operation of the cadastral database in Thu Duc City, Ho Chi Minh City has several challenges and shortcomings that require ongoing improvement. The study was carried out with the desire to bring highest efficiency in the managing, exploiting and sharing cadastral databases in Thu Duc City to identify both positive aspects and negative in the local operational process. From there, proposing a range of solutions to improve this Cadastral database with the spirit of Resolution No. 18/NQ-TW issued by the Central Party Committee (2022), the development strategy of the land management sector by MONRE and in accordance with the requirements of the Fourth Industrial Revolution. These proposed solutions includes: policy reform, operating the centralized digital land registration procedure repository, exploitating HCMC. cadastral database, completing HCMC. land information system and promoting 4.0 technology in operating and exploiting land information system.
